Giving Control OF Public Schools To The Mayor (D.C. and N.Y.C.)
The Washington Post comes out in favor of turning responsibility for public schools in the nation's capitol directly to the Mayor Williams. Under the plan the current Board of Education would become an advisory body. In today's edition, the Chancellor of New York City Schools supports the idea with evidence of what this change meant in his city. There is one sentence of his op/ed which is striking in its honesty and clarity:
"The reality is that an entrenched system develops its own hierarchy of beneficiaries, and it will stubbornly avoid accountability and resist change -- even when change is critically needed and painfully obvious."
I which someone would research the reasons behind people knowing that something is terribly broken and then not doing anything about it. Our understanding of this behavior may help explain why weaknesses in our national security were not fixed prior to September 11th or why there were concerns about the last space shuttle flight and yet some very smart and caring individuals let something extremely bad happen.
