New York Experience Highlights Problems With NCLB 

Ellissa Gootman of The New York Times reports today that New York City will now severely limit the number of children who will be allowed to escape failing public schools under provisions of the No Child Left Behind Act.  Officials are claiming that the 7,000 students who transferred to better schools created dangerous over-crowding issues at those institutions. Next year, the article says, only about 1,000 kids will be able to switch schools and they won't be permitted to make the change until at least October, which is certain to screw up their academics if they actually are given their freedom. New York City now joins the rest of the states in saying that students can move from bad schools to better ones under the law and then not providing anywhere for them to go.
