On-line Charter Schools
Philosopher Stephen Hicks referred me to this extremely interesting article about on-line charter schools reported by Sam Dillon of the New York Times.
But something doesn't make sense to me. How can a virtual charter school receive local per pupil payments if enrollment is open to anyone in anywhere?
