Student Transfers In Poor Neighborhoods Disrupt Schools 

Sam Dillon of the New York Times has a note-worthy story about the problems associated with kids transferring from school to school in low income areas as parents lose jobs or re-locate to find affordable housing. Perhaps the issues associated with changing student residences would not be so important if we didn't have neighborhood schools.
