Greater Educational Freedom in NYC and New Orleans 

Elissa Gootman of the New York Times reports that Mayor Bloomberg has agreed to give 331 NYC public schools (nearly a quarter of all public schools) increased autonomy if they commit to meeting certain performance standards. The plan essentially converts them to charter schools.

Also, Susan Saulny of the same newspaper states that U.S. Education Secretary Margaret Spellings has provided Louisiana with $24 million in federal funds for the establishment of charter schools. There are already 45 such schools in the state, most started after Hurricane Katrina.
